Short Bio
Joseph D. Haverstick is a CPA and former federal financial executive who served more than sixteen years in the Veterans Health Administration, including as a VISN Chief Financial Officer and as Director of Financial Policy, Oversight, and Training. He is the founder of Inside the Work, a research platform that extracts execution patterns from federal oversight findings, and author of the forthcoming book Designed to Detect, Not to Correct.
Long Bio
Joseph D. Haverstick served more than sixteen years in the Veterans Health Administration, holding progressively senior financial leadership positions across facility, regional, and national levels. As VISN Chief Financial Officer, he oversaw financial operations for a multi-state regional network encompassing nine medical campuses, more than forty outpatient clinics, over 17,000 employees, and an annual operating budget exceeding four billion dollars. In national leadership roles, he served as Director of Financial Policy, Oversight, and Training, and in an acting senior executive capacity overseeing enterprise financial governance.
Haverstick is a Certified Public Accountant and holds an MBA in Healthcare Management. He has earned the Certified Government Financial Manager, Certified Fraud Examiner, and Project Management Professional designations. He is a combat veteran of Operation Iraqi Freedom. His work focuses on the gap between formally designed governance systems and their ability to produce outcomes in practice.
